Guidelines for Smoke-free Campus

Accruing from the commitment of LPU to provide a safe and healthy working and learning environment for the students, faculty, and staff on its campus, the following smoke free policy has been adopted
Introduction

As active as well as second hand smoke exposure is widely known to causes acute respiratory problems, ear infections, asthma attacks, adverse effects on the cardiovascular system and lung cancer it is considered by the University that there is no risk-free level of exposure to smoke. Electronic smoking devices, commonly referred to as “e-cigarettes,” closely the act of smoking leading to a high concentration of ultrafine particles that are even more harmful than conventional cigarette smoke and should not be used in the smoke free areas as per the recommendations of WHO.

Scope

The Smoke free Policy applies to all LPU facilities, property, and vehicles, owned or leased, regardless of location. Smoking and the use of tobacco products shall not be permitted in any enclosed place, including, but not limited to, all offices, classrooms, laboratories, hallways, waiting rooms, restrooms, meeting rooms, community areas, performance venues and residential space. Smoking and the use of tobacco products shall also be prohibited outdoors on all university campus property, including, but not limited to parking lots, paths, fields, gates, sports/recreational areas, and stadiums, as well as in all personal vehicles while on campus. This policy applies to all students, faculty, staff, and other persons on campus, regardless of the purpose for their visit.

Objectives

3.1 To protect the public health and welfare by prohibiting smoking and the use of tobacco products, including ESDs, on the campus and other extension premises like play grounds, agriculture department extensions, OPDs at Jalandhar and Phagwara
3.2 To guarantee that students, staff and visitors breathe smoke free air
3.3 To encourage a healthy, more productive living/learning environment for all members of our campus community
3.4 To encourage smoke free cooking and pollution free transport inside the campus.
3.5 To promote a positive public image

Definitions

4.1. “Smoking” means inhaling, exhaling, burning, or carrying any lighted or heated cigar, cigarette, pipe, hookah, or any other lighted or heated tobacco or plant product intended for inhalation, including marijuana, whether natural or synthetic, in any manner or in any form. “Smoking” also includes the use of an electronic smoking device which creates an aerosol or vapor, in any manner or in any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking in this Article.
4.2. “Electronic Smoking Device” means any product containing or delivering nicotine or any other substance intended for human consumption that can be used by a person in any manner for the purpose of inhaling vapor or aerosol from the product. The term includes any such device, whether manufactured, distributed, marketed, or sold as an e-cigarette, e-cigar, e-pipe, e-hookah, or vape pen, or under any other product name or descriptor.
4.3. “Tobacco Product” means any substance containing tobacco leaf, including but not limited to, cigarettes, cigars, pipe tobacco, hookah tobacco, snuff, chewing tobacco, dipping tobacco, bid is, blunts, clove cigarettes, or any other preparation of tobacco; and any product or formulation of matter containing biologically active amounts of nicotine that is manufactured, sold, offered for sale, or otherwise distributed with the expectation that the product or matter will be introduced into the human body by inhalation, ingestion, or absorption.

Salient Points

5.1. No students, faculty, staff, and other persons on campus, regardless of the purpose for their visit will smoke or carry any lighted or heated cigar, cigarette, pipe, hookah, or any other lighted or heated tobacco or plant product intended for inhalation, including marijuana, whether natural or synthetic, in any manner or in any form. “Smoking” also includes the use of an electronic smoking device
5.2. No tobacco-related advertising or sponsorship shall be permitted on university property, or in publications produced by the university, with the exception of advertising in a newspaper or magazine that is not produced by the university and which is lawfully sold, bought, or distributed on LPU property.
5.3 No smoking products, tobacco products, or tobacco paraphernalia shall be sold or distributed as samples on university grounds, either in vending machines, the student union, or any area on campus.
5.4. No ashtrays shall be provided at any location on campus
5.5. LPG only must be used as the fuel used for preparation of food in all the hostels messes, canteens, residential space
5.6. Use of generators in the campus must be minimised. However, in case of power failure of supply from public utility only silent generator with minimal smoke only may be used.
5.7. Students can use only bicycles or e-rickshaws as the mode of transport inside the campus
5.8. To conduct annual health campaigns to raise awareness

Dissemination of Policy

6.1. Information about the policy and how to comply will be posted on the UMS time to time
6.2. Announcements concerning the policy shall be printed in prospectus to insure that freshmen fully understand the policy.
6.3. Signs prohibiting smoking and the use of tobacco products shall be posted at significant places in the campus.

Penalties

7.1. This policy shall be enforced by the Safety and Security division of the university.
7.2. Each violation of this policy is punishable by the applicable amount of fine at the time of offence
7.3. This Policy shall be effective from 1st August, 2006
7.4 The policy shall be effective since 2006 and periodical reviewed to ensure relevance and effective enforcement.
