Guidelines for Access of University Resources

Introduction

Lovely Professional University endeavours to support lifelong learning and provides access to services, facilities, equipment, and programmes which meet the information and educational needs of the community and the public at large and without any discrimination based on ethnicity, religion, disability or gender.

1.1 Towards the accomplishment of this purpose, LPU supports access to Libraries, Laboratories, Museum, Auditorium, Agriculture fields, and other resources of University to the substantial extent possible it also includes the guidelines for attending the on campus and off campus outreach activities. In return, the University expects users of these resources to be aware of and act in compliance with all relevant laws, and University guidelines, and act upon consistently with the general principles like Respect for Privacy, Respect for Property Rights, Respect for Personal and Cultural Differences, Respect for and Compliance with Intellectual Property Rights and Copyright Law. It further expects its users to exhibit appropriate, responsible, and ethical behavior in an academic environment, particularly regarding the use of the University's resources.

1.2 LPU endeavours and encourages life long learning and thus provides open access of academic resources not only to the enrolled members but also to the general public and nearby societies including underprivileged people.

Scope

The University resources including University buildings/landscape, Artifacts and heritage area, Library and Laboratories resources, Museum/art gallaries, Auditorium, Green/Open spaces, Auditoriums/theatres, Sports facilities, etc. that are primarily meant for bona-fide students and faculty/staff of the University, but in view of the University’s role within the knowledge landscape of a wider community reach and to promote community engagement, it allows external users’ access to scholarly knowledge and resources.

2.1 User: External user means the one, presently who are neither on rolls as faculty, staff nor registered as students of the University. These include, but are not limited to, terms like alumni, unaffiliated or non- affiliated user, non-institutional borrower, community member, member of the public, visitor / day visitor. They may be one-time visitor with needs such as consulting print or electronic material, seeking study space or computer facilities, carrying out an experiment or running a test on equipment or individuals with longer term having ongoing or complex research and/or knowledge enrichment needs. Such users may be allowed access for a stipulated period and scope, only with the prior approval of the competent authority, on producing a valid photo identity proof or valid identity card from an academic institute / industry / research institution / statutory body.

Objectives

3.1 To plan, promote and assure the access of University resources to the bona fide students/faculty/staff and general public.
3.2 To provide an opportunity to external users to access resources to enhance skills through activities (workshops/webinars/sports/competitions) conducted by University.
3.3 To provide an opportunity to external users to access University resources on request as needed.

Eligibility

The applicants must meet the requirements for eligibility to access the resources of the University as given below:
4.1 Alumni are allowed to access the resources, provided they are registered on the University’s alumni portal. However, for authentication Alumni will be required to produce a valid identity proof with photograph.
4.2 External user from other universities/ institutions may be allowed only with the prior approval of the competent authority for a stipulated period and scope.
4.3 External user with a valid identity card from academic institute, working in industry or research institution or statutory bodies will be entitled for access.
4.4 External user from general public may be allowed only with the prior approval of the competent authority for a stipulated period and scope.
4.5 External user will have to clearly mention the scope, reason and span for access. Once it is accepted by competent authority, slot based on availability can be allotted.

Guidelines to Access buildings, monuments or natural heritage landscapes of cultural significance

5.1 University buildings are centres of knowledge and have eminent importance academically as well as research. University provides free access to knowledge seekers to all that includes alumni, students/staff from other organizations, associations, clubs, NGO, schools, etc. with prior permission from University.
5.2 External users shall be eligible to access buildings, monuments or natural heritage landscapes of cultural significance resources without any harm/damage to them.
5.3 Users can visit these sites during official hours and must be accompanied by University officials.
5.4 The users must submit a relevant ID proof before request to visit any of these sites
5.5 University will not charge any user, if the visit is meant for educational purpose only.

Guidelines to Access Library and Online courses

A library is an area with collection of sources of information and similar resources, selected by experts and made accessible for reference or borrowing. It provides physical or digital access to material and may be a physical location or a virtual space, or both.

6.1 Access: Procedures and Practices
6.1.1 External users shall be eligible to use LPU libraries and licensed e-resources subscribed by LPU within the Library premises itself, free of cost by providing a relevant ID proof.
6.1.2 External users however, have access to reading resources within the premises of the library only and issuance of resource(s) will be not allowed.
6.1.3 Alumni of the university shall also be eligible to access e-resources subscribed by the university outside the university which shall be extended to them on request and after due approval of the competent authority.

Guidelines to access museums, exhibition spaces /auditorium / galleries

Lovely Professional University provides free opportunity to the external associations, clubs, NGO, schools and institutes to access the exhibition spaces, gallery and auditorium. Gallery is a building or room where works of art are shown to the public. Auditorium is a building where collections of valuable and interesting objects are kept and shown to the public and is the part of a theatre, concert hall, etc.

7.1 External users shall be eligible to museums, exhibition spaces /auditorium / galleries without any harm/damage to them.
7.2 Users can visit these sites during official hours and must be accompanied by University officials.
7.3 The users must submit a relevant ID proof before request to visit any of these sites

7.5 The access to University resources of LPU is through formal approval from competent authority on the availability and the pre-decided tariff (wherever applicable) of the resource, for the prescribed time.
7.6 External user (NGO, Associations, schools, institutes etc.) will have to clearly mention the scope, reason and span for access.
7.7 Non-compliance to procedures, policies and practices may lead to termination of usage.
7.8 User should adhere to the rules and regulation prescribed by the building area.

Guidelines to Access open spaces and green spaces

Lovely Professional University provides free access to its open spaces and green spaces to following stakeholders i.e. associations/clubs, NGO, students and staff from schools and institutes, alumni and general public. University has large open and green spaces that includes parks, community gardens, and herbal garden. The user must adhere to University guidelines to access these resources.

8.1 Users must submit an application to access these resources with a reason that can be research based or to visit heritages etc. The application will be processed within few working days and user will be notified about the same.
8.2 Users can then visit these sites during official hours and must be accompanied by University officials.
8.3 Users must give an undertaking not to harm/damage of the area that has cultural and natural importance.

8.5 The open and green area of LPU can be accessed through formal approval from competent authority for prescribed time.
8.6 External user (NGO, Associations, schools, institutes etc.) will have to clearly mention the scope, reason and span for access.
8.7 Non-compliance to procedures, policies and practices may lead to termination of usage.
8.8 User should adhere to the rules and regulations prescribed for the area.

Guidelines to Access Laboratory

A laboratory (Lab) is a facility that provides controlled conditions in which scientific or technological research, experiments, and measurement may be performed. The access may be granted for Labs including computing, networking, IT facilities, dry Lab (without chemical usage), wet Lab (with chemical usage), but not limited to.

9.1 Access: Procedures and Practices
9.1.1 The access to Labs and Facilities of LPU is through formal approval from competent authority on the availability and the pre-decided tariff (wherever applicable) of the resource, for the prescribed time.
9.1.2 External user will have to clearly mention the scope, reason and span for access.
9.1.3 In case of complaints, appropriate action to be taken. This action will be decided and taken by the person in-charge of the facility in consultation with the competent authority.
9.1.4 Non-compliance to procedures, policies and practices may lead to termination of usage.
9.1.5 External user should adhere to the rules and regulations prescribed for the Lab that they are specifically using.
9.1.6 Access Grant would be for the prescribed hours of the Lab as per approval.
9.1.7 Person with authorized account may use the computing and IT facilities for purposes approved during application process, so long as such use does not violate any law, Institute policy or IT act of the Government of India.
9.1.8 Access to the Labs with sophisticated instruments/chemicals/consumables/computers will be allowed with the supervision of Lab in charge or staff.
9.1.9 Access under supervision only, strictly adhering to the safety and security measures as prescribed.

Guidelines to Access Health Services

The Department of Health services caters high-quality physiotherapy services and open OPD through outpatient departments located in the OPD-LPU campus, OPD-Phagwara and OPD-Jalandhar for the general public, students and faculty members. Based on the mantra of evidence-based services, these well-equipped physiotherapy clinics offer various rehabilitation services to the patients. The Physiotherapy department and open OPD facility also can be availed by general public.

10.1 Access: Procedures and Practices
10.1.1 The access to OPD and Physiotherapy department of LPU is through formal approval from competent authority on the availability and the pre-decided tariff (wherever applicable) of the resource, for the prescribed time.
10.1.2 External user will have to clearly mention the scope, reason and span for access. As per the availability of resources and infrastructure the university shall announce the days and timelines of the availability of facility.
10.1.3 In case of complaints, appropriate action to be taken, which will be decided and taken by the person in-charge of the facility in consultation with the competent authority.
10.1.4 Non-compliance to procedures, policies and practices may lead to termination of usage.
10.1.5 External user should adhere to the rules and regulation prescribed by the health service department.
10.1.6 Access Grant would be for the prescribed hours of the OPD as per approval.
10.1.7 The patient attending the physiotherapy OPD would be evaluated using the standardized physical assessment form.
10.1.8 The physiotherapist or doctor who is evaluating the clients may collect the information for the process, wherever is necessary/appropriate.
10.1.9 The patient assessment may include information such as demographic characteristics, chief complaints/problems, subjective examination, social history & family history, current medical status, past medical history, current medication or treatments, ruling out red and yellow flags, evaluation records and documents of relevant medical and radiological investigation.
10.1.10 Evaluation and documentation using quantitative measures which include observation, pain assessment, palpation, and specific physical assessment techniques/tools.
10.1.11 The best available clinical practice guidelines may be adopted where ever is feasible.

10.2 Charges
10.2.1 There are no consultation charges. The treatment is provided at the no profit no loss basis.
10.2.2 Physical education students and sports persons of/visiting the university are provided free consultation and services.
10.2.3 The patient from an underprivileged community is given free physiotherapy services.

10.3 Out-Reach Program
10.3.1 Free Physiotherapy camps are arranged frequently in villages near LPU, Phagwara, and Jalandhar.
10.3.2 Camp attendees are given free Physiotherapy services at any Physiotherapy center for 5 days after the respective camp.

Guidelines to Access Sports Facility

Sports Facilities mean enclosed areas of sports pavilions, stadiums, gymnasiums, swimming pools and other similar places where members of the general public assemble to engage in physical exercise, participate in athletic competition, or witness sporting events.

11.1 Access: Procedures and Practices
11.1.1 The sports facilities of LPU can be accessed through formal approval from competent authorities and for the prescribed time.
11.1.2 External user (NGO, Associations, schools, institutes etc.) will have to clearly mention the scope, reason and span for access.
11.1.3 Non compliance to procedures, policies and practices may lead to termination of usage.
11.1.4 User should adhere to the rules and regulations prescribed by the sports ground and arena.
11.1.5 The access would be based on the proficiency of an individual as assessed by the competent authority.
11.1.6 Sports facility can only be accessed under the supervision of a coach.

11.2 Out-Reach Program
11.2.1 Effi Cycle, go kart and other outdoor competitions are organized by LPU for external participation.
11.2.2 National level boxing/swimming competitions are organized for college level and school level students.
11.2.3 Other competitions for educational institutes, trusts and organizations promoting sports can be organized upon the due approval by competent authority.

Guidelines to Access Agriculture Land and Food

Agricultural land is a land devoted to agriculture, the systematic and controlled use of other forms of life particularly the rearing of livestock and production of crops for producing food for human beings. Lovely Professional University provides an opportunity to the external associations, clubs, NGO, schools and institutes for extension programmes for dissemination of farm-based information in collaboration with Department of Agriculture, Punjab through district/block level activities, Nutritional Awareness Camp for Rural Women, Nutritional awareness camp on &Safe and nutritious food for school children’, Training Programme on Fruit/Vegetable Preservation etc. to encourage and assist local farmers and food producers in selecting options that increase their productivity. To assist users about latest advancements in the field of agriculture, disease resistance, fertilizers and, insecticides with extensive fieldwork and fieldtrips preparing them for the evergreen field of agriculture. The access to agricultural land/fields is provided free of cost to farmers for trainings and knowledge transfer.

12.1 Access: Procedures and Practices
12.1.1 Access to university facilities (e.g. labs, technology, plant stocks) to local farmers.
12.1.2 Access to food producers to improve sustainable farming practices on prior approval.
12.1.3 The agriculture farms/field/orchards of LPU can be accessed through formal approval from competent authorities and for prescribed time.
12.1.4 Non compliance to procedures, policies and practices may lead to termination of usage.
12.1.5 User should adhere to the rules and regulation prescribed for the area.

12.2 Out-Reach Program
12.2.1 Unpaid activities and interactions organized by School of Agriculture for the farmers/ villagers to sensitize on best practices near LPU, Phagwara, and Jalandhar.
12.2.2 Nutritional Awareness Camp for Rural Women, Training Programme on Fruit/Vegetable Preservation etc.
12.2.3 Motivation on inclusion of best practices and show casing the outcome will be organized in form of flower show and nursery competition etc.

Guidelines to Access Outreach Activities and Events

Outreach activities are meant to engage a large audience and a means to share knowledge and awareness among general public. Event or activity is referred to a planned public or social occasion for participation. Outreach activities and events can take several forms, such as school presentations, workshops, conferences, webinars, competitions, formal interaction and lab visits, etc.

13.1 Access: Procedures and Practices
13.1.1 The participation in outreach activities and events of LPU can be accessed through formal approval from competent authority and for the prescribed time.
13.1.2 Pre announcement with details of event/activity is to be shared through different media and web portal.
13.1.3 Pre-registration for the event or activity is to be done for approval from the competent authority, wherever applicable.
13.1.4 The access of activity/event can be granted for various levels of participation as deemed suitable, wherever applicable.
13.1.5 User should adhere to the rules and regulations prescribed by the outreach activities and events.
13.1.6 Non compliance to procedures, guidelines and practices may lead to withdrawal of participation.

Closure

14.1 The facilities and resources are made available to general public for providing access to enhance outreach, enrich knowledge and support lifelong learning.
14.2 University holds the right to discontinue, terminate and withdraw the access without any prior information and announcement.
